What is the role (if any) of RTOs in pricing, i.e., determining how much end users need to pay for electricity usage? As to the incentives RTOs provides, where is the money coming from?
What role doe state renewable energy requirements play in these energy distribution systems? Do they help to encourage a transition to renewable energy in an efficient way?

Question/comment: Much of the resistance to renewables stems from their perceived higher cost. Wouldn't the most effective way of encouraging renewables be to make fossil fuels more expensive, i.e., to impose a carbon tax?
do the lessons learned apply to smaller markets at local scales?
